Implement active bounds criteria where nominals are taken into account

This is part of #4602.

Add experimental mode where nominals are taken into account in the active bounds criteria in the following manner:

  • If (bound-u_i-ε*nom_i)/p_i < active_bounds_threshold, then project to bound
  • If u_i in [bound- ε*nom_i,bound] and bound limiting, then project to bound
  • If u_i+p_i < bound+ε*nom_i, then project to bound
