String arguments to fortran functions

String arguments to fortran functions should also generate string length arguments. If this is not done the stack will be corrupt. This needs to be fixed in the call to dgemm when calculating jacobians and when generating FExternalStmts during flattening.

Example models which displays dgemm error message:
Modelica.Fluid.Examples.PumpingSystem
Modelica.Fluid.Examples.Tanks.TanksWithOverflow

These issues where resolved in #4691. Further on fortran string arguments in #3963.
